Local Renovation Programs

Rehabilitation and maintenance of buildings and homes are critical to the long term stability of a neighborhood, shopping district and the overall community. The City of Liberty has developed assistance programs to encourage investment and reinvestment in properties. Currently, Liberty has an approved tax abatement program that encompasses the downtown commercial area and a large residential area surrounding the downtown.

Downtown Commercial Property Tax Abatement

  • Under the authority of the Urban Redevelopment Corporations Law, redevelopment is encouraged though property tax abatement.
  • 100% of the improved property value for a period of 10 years is available to property owners upon a certain amount of investment made to the property.
  • The property owner only pays the land value.

Downtown Residential Property Tax Abatement
  • Under the authority of the Urban Redevelopment Corporations Law, redevelopment investment is encouraged through property tax abatement.
  • The residential area qualifying for participation includes the historic districts and residential properties surrounding our downtown.
  • 100% of the improved property value for a period of 10 years is available to property owners wishing to invest a minimum amount into their property.
  • This district includes approximately 920 residential properties.

Other programs 

Community Improvement Districts (CID) and Neighborhood Improvements Districts (NID) are an option to assist reinvestment into older commercial and residential areas.

Community Improvement District (CID)

A CID is a special purpose district that can be established for the purpose of encouraging economic development in that district.

  • The district can levy taxes, a special assessment, a license tax and/or a sales tax to fund improvements and accomplish specific services approved by a CID Board of Directors.
  • The CID district is managed by a Board of Directors in accordance with an annual report and budget that is reviewed by the City.

Neighborhood Improvement Districts (NID)

  • A NID is a special purpose district that can be established to fund public improvements within a neighborhood. 
  • It requires a vote of the property owners located within the district or by petition signed by 2/3 of the property owners within the district.
