Project Overview

The City of Liberty, in partnership with the Missouri Department of Transportation (MoDOT) is finalizing design of a project to remove and replace the Richfield Road Bridge which crosses Rush Creek.

Why is the project needed?

The Richfield Road Bridge crosses cross Rush Creek and is located approximately 1.3 miles east of the Richfield Road / Route H (East Mill St.) intersection. The existing 58' long bridge consists of two structure types, both of which consist of two spans. The westbound portion of the bridge is a 100-year-old two-span concrete arch bridge. The eastbound portion is a two-span steel stringer bridge.

The City has bridge inspections conducted every two years, during the 2021 inspection cycle the Richfield Road Bridge was rated as in "poor" condition with a recommendation for replacement. Design of a replacement began in 2023.

How is construction going to be funded?

The construction will be funded through a combination of City and Federal funding sources. Federal funding was awarded through a competitive grant application to the Surface Transportation Block Grant program (STBG) and will be provided up to $1,800,000 in the form of reimbursements to the City for constructions costs. The total cost of construction is estimated at $2,000,000. The remaining $200,000 will be paid for by the Transportation Sales Tax, which is dedicated to funding transportation and roadway roadway improvement projects. 

When is construction scheduled for?

Construction is tentatively scheduled for 2027/2028 pending all authorizations and approvals from the Missouri Department of Transportation and successful acquisition of a contract for construction.

Public Meeting - February 26, 2026

What 

An in person, open house style public meeting which will provide an opportunity for the public to view project information and speak with project staff. As the public meeting is an open house format there will be no formal presentation. The public may attend the meeting at any time during the advertised hours. Verbal and written public comments will be taken during the meeting, reviewed by the project team and considered as the project moves forward.
